Being a backpacker and staying at guesthouses and eating at small restaurants and tea shops I found it extremely easy to avoid government establishments - but the attaction fees were another story! Even though local people lived through extremely difficult conditions - economic and political - we never heard people complain, but were instead resilient and resourceful.
